Maintenance

Upkeep of property or equipment either on a regular basis or as a non-recurring event.

Maintenance Area

An area previously designated in non-attainment for EPA clean air standards which as subsequently been redesignated in attainment.

Management Prescriptions

A planning term referring to statements about desired resource conditions and visitor experiences, along with appropriate kinds and levels of management, use, and development for each park area.

Manuscript Collection

A group of textural, electronic, sound, or visual documents assembled most commonly for its historic or
literary value.

Master Budget Sheet (MBS)

The budget formulation system developed for PRPP projects. See Parks Transportation and Allocation Tracking System (PTATS).

Material

The physical elements that were combined or deposited to form a structure. Historic material or historic fabric is that from a historically significant period, as opposed to material used to maintain or restore a structure following its historic period(s).

Measured Drawings (Historic Structure Report)

Drawings depicting existing conditions or other relevant features of historic structures. Measured drawings are usually produced in CAD and plotted on archivally stable material, such as polyester film.

Median

The portion of a divided highway separating the traveled ways for traffic in opposite directions.

Memoranda Of Understanding (MOU)

A contract between the NPS and participating parties that specifies each party’s responsibilities regarding a mutual goal or project.  MOUs themselves are not legally binding, although they are likely to reflect statutory obligations that are legally enforceable. 

Memorandum of Agreement (MOA)

Under section 106 of the National Historic Preservation Act, a memorandum of agreement (MOA) is the document that records the terms and conditions agreed upon to resolve the adverse effects of an undertaking upon historic properties. A MOA is usually negotiated and signed by the park superintendent and respective state or tribal historic preservation officer and, if necessary, the Advisory Council on Historic Preservation.

Metropolitan Planning Organization (MPO)

Each urbanized area with a population of more than 50,000 is required to designate a MPO that will develop regional transportation plans and policies. The MPO is typically comprised of officials from local units of government and heads of transportation and environmental agencies from a metropolitan region, and serves as the forum for cooperative transportation decision-making.

Metropolitan Transportation Improvement Program (MTIP)

Adopted by the MPO to include all federally funded projects, including FLHP

Minimum Turning Radius

The radius of the path of the outer front wheel of a vehicle making its sharpest turn.

Mitigation

Modification of a proposal to lessen the intensity of its impact on a particular resource.

MOA

Mode

A particular form of travel, such as walking, bicycling, carpooling, bus, train.

Mode Shift

The shift of people from one mode to another; for example, from single-occupancy vehicles to HOVs or
vice versa.

Modification

1. A minor change in the details of a provision or clause that is specifically authorized by the FAR and does not alter the substance of the provision or clause. (FAR 52.101)

Mountable Curb

One that can be readily traversed by a moving vehicle.

MPO

Multi-Year Contract

A contract for the purchase of supplies or services for more than one, but not more than five, program years. A multi-year contract may provide that performance under the contract during the second and subsequent years of the contract is contingent upon the appropriation of funds, and (if it does so provide) may provide for a cancellation payment to be made to the contractor if appropriations are not made. The key distinguishing difference between multi-year contracts and multiple year contracts is that multi-year contracts, buy more than one year’s requirement (of a product or service) without establishing and having to exercise an option for each program year after the first. (FAR 17.103)

Multi-Year Program

A program consisting of all projects expected to be funded, in whole or part, from the PRP program over a three to six year period.

Multimodal

Facilities serving more than on transportation mode or a transportation network comprised of a variety of modes.
