1.1.1 Permits
Contracting Officer's Representative (COR) and/or Construction Management Representative (CMR)
- Verifies all contract permits are procured and
monitors contractor compliance.

1.1.2 Accident Prevention and Blasting Safety Plans
COR (or CMR) -
- Attach the appropriate Documentation of Action form to each plan and forward to DSC Safety and Blasting Officers.
- Review plans concurrently
- NOTE: Government accepts or rejects plan, but does not approve.
CM-16 is not to be used for transmittal of plan.
DSC Safety Officer/DSC Blasting Officer -
- Review plan and document comments on the Documentation of Action form
- Return plan and comments to the COR
COR
- Complete Documentation of Action form by incorporating all other comments.
- Based on the comments, check off the appropriate accept or reject box. Sign and date the form
- Utilize template letter (accepting or rejecting documents) and fill out accordingly.
- Keep two copies of each plan with comments and forward original comments, plans, and accept/reject letter to the contractor.
- Process all resubmittals and supplements using the same process described above.

1.1.3 Contractor Quality Control (CQC), Storm Water Pollution Prevention (SWPP), Waste & Recycling (W&R )Plans

- Process all re-submittals and supplements as required until acceptable plans have been completed.

1.1.4 Progress Schedules
COR (or CMR) -
- Review project schedule for compliance with the contract documents
(see Schedule Review Checklist)
(Specification 01323,and FAR
52.236-15)
- Use template letter to document comments and indicate acceptance or rejection. Completed template letter to be sent out under signature of COR.
- Process all re-submittals and supplements as required until an acceptable project schedule has been completed.
- The final deliverable must be an electronic copy (in the software program it was created) saved as a baseline schedule accompanied with a color hard copy.

1.1.5 Schedule of Values
CMR -
- Review for compliance with the contract documents (spec 01323)
- The lump sum items need to be broken down by work elements or tasks and not per spec division. They should have enough detail to be able to assess the dollar value of a partially complete work element or task when monthly pay requisitions are generated.
- Use template letter to document comments and indicate acceptance
or rejection. Completed template letter to be sent out under
signature of COR.
- Process all re-submittals and supplements as required until an acceptable schedule of values has been completed.

1.2 Conduct Pre-Construction Conference
CO (CS, COR, CMR responsibilities delegated by CO)
- Coordinates meeting date with Contractor, Park, and
In-House Denver Service Center (DSC) staff and
initiates and signs Pre-Construction Conference announcement letter
- Conducts Pre-Construction meeting utilizing
Pre-Construction Conference subjects template (edited to be job specific) as a handout for the meeting; generates meeting minute notes.
- Initiates and signs transmittal for meeting minutes

- Original Pre-Construction conference notification letter with copy of edited Pre-Construction Conference subjects to the contractor, with copies to Park Superintendent, PM, DSC staff, CMR, and contract file.
