2.1 Material Submittal Review

Construction Management Representative (CMR) -

  • Review submittal list (Attached to Spec Sec 01330) for completeness and conformance to the technical specification requirements.
  • Review individual submittals for completeness.
  • If incomplete, return submittal to contractor
  • If complete, enter submittal log data on Transmittal Form (CM-16).  Log submittal into CM-17. Keep 1 copy. 
  • Follow the Submittal Review Process flowchart for submittal reviews done by the A/E designer.
  • CMR Review Process
    • If this is a CM-reviewed submittal, review submittal, comment and sign in "Recommended by" block within 3 days
    • Mail 3 copies to Submittal Management Specialist (SMS) at DSC
      within 3 days.  
    • You will receive one signed copy back from SMS; make a copy of the signed CM-16 with comments and combine with blank copy and keep for field copy.  Return original submittal with comments to the contractor.

2.2 Division 1 Submittals

COR and/or CMR

* NOTE: Division 1 Submittals are processed before the Pre-Construction conference is held. Refer to Section 1.0 for processing requirements.

  • Ensure that all documents required have been received, reviewed, and comments incorporated.
    Discuss any outstanding issues with the contractor and clarify any questions on the contract requirements or review comments.
  • All outstanding issues should be resolved before the Pre-Construction conference. If not, resolve all outstanding issues in a timely manner (utilize template letter to contractor accepting/rejecting documents)
  • Monitor the contractors compliance with all Division 1 submittals.
  • Verify that CQC Supervisor is the same person indicated in the project proposal.
  • Maintain an updated copy of the project schedule throughout the contract.  Monitor contractor's performance based on scheduled activities, resources on site vs. scheduled, and the timely execution of the work.
