2.0 Schematic Design

2.1 Initiate Environmental Assessment (EA) or Environmental Impact Statement (EIS) Activities as Required

When directed, conduct data collection, public and agency scoping, public meetings, agency consultations and other required activities.


2.2 Design Concepts Assessment

Present and revise, as needed, site-integrated massing and architectural design concepts based on the Contextual Analysis and/or Project Program. NPS will verify that design concepts are in compliance with the completed Contextual Analysis Form and/or Project Program.

In consultation with NPS, choose Final Design Concepts for further development into Schematic Design Alternatives.


2.3 Develop Schematic Design Alternatives

Utilizing Final Design Concepts, develop a range (minimum of three) Schematic Design Alternatives that meet all Project Program requirements and do not exceed available construction funds. All alternatives shall be consistent with the Council on Environmental Quality Regulations.

Prepare Class C Construction Cost Estimate for each Schematic
Design Alternative.

2.4 Prepare Draft EA or EIS

When directed, prepare draft EA or EIS document and related compliance documentation (Biological Assessment, Statement of Findings for Wetlands and/or Floodplains), as required.

When directed, prepare draft Memorandum of Agreement (MOA) or Programmatic Agreement (PA) for State Historic Preservation Officer (SHPO) / Tribal Historic Preservation Officer (THPO) and, if necessary, Advisory Council on Historic Preservation (ACHP).

When directed, facilitate informational public house / public meetings.


2.5 Conduct Value Based Decision-Making

Conduct Value Analysis study to analyze the Schematic Design Alternatives.

NPS will select the Schematic Design Preferred Alternative based on the recommendations of the Value Analysis study.

2.6 Fully Develop Schematic Design Preferred Alternative

Develop the Schematic Design Preferred Alternative and prepare the Basis of Design Report in sufficient detail to provide adequate data for preparation of the Class B Construction Cost Estimate.


2.7 Prepare Class B Construction Cost Estimate

Prepare the Class B Construction Cost Estimate based on the Fully Developed Schematic Design Preferred Alternative. Confirm that the project cost is within available funds.

2.8 Prepare LEED™ Project Checklist

Prepare LEED (Leadership in Energy and Environmental Design) Project Checklist when required.

2.9 Prepare Cost Comparability Analysis

Prepare the Cost Comparability Analysis for a minimum of three similar built non-National Park Service projects.

Submit 100% Draft Schematic Design Documents for Review:

 
 

2.10.2

Resolve 100% Draft Schematic Design Review Comments

Resolve all review comments and incorporate resolutions into the Final Schematic Design Documents. Submit the Final Schematic Design Documents and written responses to review comments, utilizing the NPS review form, within 15 calendar days of receipt of comments.

   

 

 

2.10.2.1

Prepare and Submit Development Advisory Board (DAB) Support Documents

Prepare and submit the following DAB Support Documents:

  • Proposed Design Development and Construction Document Value Analysis activities on remaining key decisions.
  • Five or fewer graphics providing an overview of the project in electronic format:
    • Existing Conditions Plan - location plan
    • Site Plan
    • Building Plans for each level
    • Building Elevations
    • Building and Site Selections
  • Information required to update the Environmental Screening Form (ESF)
 

 

2.10.3

Response Memorandum

Prepare and submit response memorandum, when required, to DAB review questions within 15 calendar days of receipt of DAB comments.

 

2.11

Compliance Deliverables

 

 

2.11.1

Submit Draft Compliance Documents for NPS Review

  • EA or EIS
  • Biological Assessment, Statement of Findings for Wetlands and/or Floodplains.
  • MOA or PA (review of compliance drawings and supportive narrative may be required, see paragraph 3.5.1)
 

 

2.11.2

Incorporate NPS Comments and Revise Draft Compliance Documents for Public Distribution

   
    2.11.2.1 Incorporate NPS comments and revise EA or draft EIS for
public distribution.
   
    2.11.2.2 Release compliance document(s) for public review.
 
  2.11.3 Analyze Public Comments
   
    2.11.3.1 EA - Address Public Comments
   
      2.11.3.1a Address public comments.
     
      2.11.3.1b Prepare and submit Finding of No Significant Impact (FONSI), including responses to
substantive comments.
   
    2.11.3.2 EIS - Incorporate Public Comments and Revise Draft EIS
   
      2.11.3.2a Work collaboratively with NPS to identify substantive public comments.
     
      2.11.3.2b Incorporate public comments.
     
      2.11.3.2c Prepare and submit draft final EIS for NPS review.
     
      2.11.3.2d Incorporate NPS comments and prepare final EIS for public distribution.
     
      2.11.3.2e Release final EIS.
     
      2.11.3.2f Prepare Draft Record of Decision (ROD) for
NPS review.
     
      2.11.3.2g Incorporate NPS comments and finalize ROD.
     
      2.11.3.2h Distribute ROD to the public.
