1.0 Predesign

1.1 Prepare Contextual Analysis (Not Required for Designated Historic Structures and Cultural Landscapes)

Document existing Building and Site Character using the Contextual Analysis Template.

1.2 Prepare Project Program

Using the PMIS Project Statement and the Facility Planning Model
(if applicable), as the basis for programming, prepare Project Program.
The Project Program includes a Site Analysis, A Site Program, and an Architectural Program.


1.3 Complete Contextual Analysis Template (When Required)

Document proposed Building and Site Character using the Contextual Analysis Template.


1.4 Review Environmental Screening Form

Working collaboratively with park, review the Environmental Screening Form (ESF) to ensure consistency with project program and identify any missing resource data. The ESF will be updated by the National Park Service.

1.5 Prepare Class C Construction Cost Estimate

Based on Project Program, prepared in Paragraph 1.2, prepare an independent Class C Construction Cost Estimate.

1.6 Obtain Cost Comparability Data

Obtain Cost Comparability data for a minimum of three similar built non-National Park Service projects and prepare the Cost Comparability Data Checklist.

1.7 Prepare Scope and Cost Validation Documentation

Document all scope, functionality and cost variations relative to the PMIS Project Statement and PMIS Class C Construction Cost Estimate. This requirement applies only to Line Item Construction Projects.

Submit 100% Draft Predesign Documents for review:

Resolve Predesign Review Comments and Submit Final Predesign Documents

Resolve all review comments and incorporate resolutions into the Final Predesign Documents. Submit the Final Predesign Documents and written responses to review comments, utilizing the NPS review form, within 15 calendar days of receipt of comments.
