The planning team revises the Final GMP/EIS to address comments
from region (WASO) staff. |

Obtain
Regional Director’s Clearance to Print Final GMP/EIS
The regional director gives directive approving the printing
and release of Final GMP/EIS. |

6.4 Printed Final GMP/EIS
The project manager arranges for the printing of the final general
management plan/environmental impact statement. (Some final general
management plans, usually for recently authorized areas, are required
by law to be transferred to certain Congressional committees. For
such plans, the region office prepares a transmittal letter explaining
why the plan was done and identifying the preferred alternative.
The letter is sent electronically to WASO Park Planning and Special
Studies. The Program Manager-WASO Park Planning and Special Studies,
in conjunction with the NPS Legislative Affairs office, forwards
the letter and plan to the appropriate Congressional committee(s). |

NOA in Federal Register (EPA Filing) |

NPS Publishes NOA for FINAL GMP/EIS in Federal
Register
The Denver Service Center and/or region office staff prepare and
publish in the Federal Register a notice of availability for the
final GMP/EIS (this NOA is published by the National Park Service
and it is separate from the NOA that the Environmental Protection
Agency will also publish for the document, see 6.5.2). |

6.5.2 |
Environmental Protection Agency (EPA) Publishes NOA
for Final GMP/EIS in Federal Register
The project manager mails copies of the final GMP/EIS to the EPA.
The EPA publishes a notice of availability (NOA) in the Federal
Register.
A waiting period of at least 30 days must pass from the date the
EPA’s NOA is published in the Federal Register before a record
of decision is signed. |
