9.0 Publish NOA in Federal Register (May be Optional)

9.1 NPS Publishes NOA for Draft SRS/EIS in Federal Register

(Note:  This step is only applicable if the environmental document being prepared is an environmental impact statement (EIS).  Federal Register notices are unnecessary for an environmental assessment (EA)).

The planning team prepares and publishes a notice of availability in the Federal Register for the special resource study and environmental document/EIS (this NOA is published by the National Park Service and it is separate from the NOA that the Environmental Protection Agency will also publish for the document, see 9.2).

9.2 Environmental Protection Agency (EPA) Publishes NOA for Special Resource Study/EIS in  Federal Register

The project manager ensures copies of the special resource study/EIS are mailed to the EPA.  The EPA publishes a notice of availability (NOA) in the Federal Register informing the public that the special resource study/EIS is available for review.
