12.0 Publish NOA in Federal Register (May be Optional)

12.1 NPS Publishes NOA for Final Special Resource Study/Environmental Impact Statement (EIS) in Federal Register

If the environmental document prepared for the final special resource study is an environmental impact statement (EIS), the Denver Service Center and/or regional office staff prepare and publish in the Federal Register a notice of availability (this NOA is published by the National Park Service and it is separate from the NOA that the Environmental Protection Agency will also publish for the document, see 11.2).

12.2 Environmental Protection Agency (EPA) Publishes NOA for Final Special Resource Study/EIS in Federal Register

The project manager mails copies of the final special resource study/EIS to the EPA.  The EPA publishes a notice of availability (NOA) in the Federal Register.  A waiting period of at least 30 days must pass from the date the EPA’s NOA is published in the Federal Register before a record of decision is signed.
