11.3 Obtain Associate Director’s (Park Planning, Facilities and Lands) Clearance to Print Final Special Resource Study and Environmental Document (EA or EIS)
The Associate Director for Park Planning, Facilities and Lands issues directive approving the printing and release of final special resource study and environmental document (EA or EIS). |

11.4 Transmit SRS to NPS Director, Secretary of the Interior, and Congress
The final Special Resource Study and Environmental Document (EA or EIS), color Xerox and comb binding, is transmitted to the NPS Director, Secretary of the Interior, and Congress. |

11.5 Printed Final Special Resource Study and Environmental Document (EA or EIS)
The project manager arranges for the printing of the final special resource study and environmental document (EA or EIS), for release to agencies and the public.

11.6 Issue Finding of No Significant Impact (FONSI)
If the environmental document prepared for the special resource study (SRS) is an environmental assessment (EA), the Denver Service Center and/or regional office staff prepare a finding of no significant impact (FONSI). The FONSI addresses the National Park Service's findings and the outcome of the environmental assessment. The FONSI also indicates the formal completion of the study process.
If the environmental document being prepared for the SRS is an environmental impact statement, a record of decision (ROD) is prepared instead of a FONSI (see step 12).
