REGULATIONS, POLICIES, AND GUIDANCE - Directives

The following directives pertaining to cultural resource management remain in effect.

   
Special Directive 80-1, "Guidance for Meeting NPS Preservation and Protection Standards for Museum Collections," requires that all parks and centers conduct a self-assessment every three years to record progress in correcting identified storage, environmental, security, fire protection, housekeeping, and planning deficiencies
Special Directive 82-12, "Historic Property Leases and Exchanges," elaborates on the leasing and exchange of historic properties under §111 of the National Historic Preservation Act.
Special Directive 87-3, "Conservation of Archeological Resources," requires that archeological activities directly support NPS missions and that initial curation costs be included in the costs of projects generating collections.
Special Directive 90-1, "Policies and Procedures for Handling Requests to Search for Treasure Trove," describes how NPS responds to requests for permission for such searches in connection with the General Services Administration authority under §310 of 40 U.S.C. to administer treasure-trove search requests; it emphasizes that archeological and other park cultural resources are not treasure trove.
Special Directive 91-4, "Ensuring that Natural Resource Projects Fund the Curation of Collections," outlines actions to be taken by parks on all research projects that could result in the permanent retention of natural resource specimens and associated project documentation.
Special Directive 93-4, " Floodplain Management Guideline," sets forth policies and procedures for use by NPS in implementing Executive Order 11988, "Floodplain Management." Although it does not apply to historic or archeological structures, sites or artifacts whose location is integral to their significance, it does have provisions relating to irreplaceable records, museums, and storage of archeological artifacts (cannot be stored in 500-year floodplain).
